There are a few different ways to get an unconcious surfer on a board to transport them back to shore, most of which involve a lot of steps.
Irish big wave surfer, fireman and rescue professional Peter Conroy came up with a faster flip to rescue a facedown floating victim using your a surfboard.
This is how it works:
Approach
Place your board on top
Wrap your arms around the board an grab the rails
Flip board + victim
Check for breathing
If not breathing apply rescue breaths
Back to shore
